Hallo all,

I am new to the group. I am the MD at disquom funktechnik in Germany. We are an ISP over here as well as wireless system integrator. Oil and Gas is definitely a topic of interest for us as we are doing work in the Middle East, but at the moment haven't tapped into this area.

The majority of our work has been with other ISPs, healthcare institutions and wireless surveilance. Can anybody in the group give me advice as to Tender resources or any means of getting our services know to Oil & Gas companies?

A US-Mexico policy duet?

Mexico's President-elect Pe?a Nieto and Obama met yesterday and sang the same tune on many bilateral agenda items. Can their common goals survive their respective political systems?

According to El Universal, President Obama started his meeting with President-elect Enrique Pe?a Nieto by saying, "Let's go beyond the security agenda. We want to prioritize the topics of infrastructure, trade, the Trans-Pacific Partnership, energy and immigration." That nicely lines up with the areas of focus that EPN and his team had set out.

Obama praised EPN's "ambitious reform agenda" and made it clear that his administration wants to see some of the proposed reforms passed because, "what happens in Mexico has an impact on our society."
?
Mexico's president-elect also echoed some White House talking points by emphasizing the importance both leaders have in creating jobs. He also fully supported Obama's position on comprehensive immigration reform and said Mexico would do its part to create a safe and modern border.

Yesterday's meeting showed the two leaders starting the relationship off on the right foot, practically tripping over each other's talking points to agree on their agenda. That's a great sign, but this was an easy and fairly scripted meeting. Passing their common agenda through their respective political systems and implementing the policies successfully are going to be harder.

Iran, Arabs criticize delay of Middle East nuclear talks

VIENNA (Reuters) - Iran and Arab nations on Monday criticized a decision to put off talks on banning atomic bombs in the Middle East, with Tehran blaming the United States for a "serious setback" to the nuclear Non-Proliferation Treaty (NPT).

The United States said on Friday that the mid-December conference on creating a zone free of weapons of mass destruction would not occur and did not make clear when, or whether, it would take place. The United States, Britain and Russia are co-sponsors of the meeting.

The postponement "will have a negative impact on regional security and the international system to prevent nuclear proliferation as a whole," Arab League chief Nabil Elaraby said in a statement.

Iran, which is accused by the West of developing a nuclear weapons capability, said this month it would participate in the talks that had been due to take place in Helsinki, Finland.

Asked about the U.S. announcement, Iranian nuclear envoy Ali Asghar Soltanieh told state broadcaster Press TV from Vienna:

"It is a serious setback to the NPT and this is a clear sign that the U.S. is not committed to the obligation of a world free of nuclear weapons."

Elaraby said all regional states except Israel - widely believed to have the Middle East's only nuclear arsenal - had voiced willingness to attend the conference.

He called for urgent meeting of senior Arab officials this week to consider the developments.

Even if the talks eventually occur, Western diplomats and experts expect little progress any time soon due to the deep-rooted animosities in the region, notably the Arab-Israeli conflict and Israeli concerns about Iran's nuclear program.

Washington feared the conference could be used as a forum to criticize its ally Israel, a concern only likely to have increased after eight days of Israeli-Palestinian fighting that ended with a ceasefire last week.

SECURITY

Israel, which says say Tehran is the Middle East's main proliferation threat, had not said whether it would attend.

Iran and Arab states often say Israel's presumed nuclear arsenal poses a threat to Middle East peace and security.

The plan for a meeting to lay the groundwork for the possible creation of a Middle East free of weapons of mass destruction was agreed at a 2010 conference of 189 parties to the 1970 NPT, a treaty designed to prevent the spread of nuclear arms in the world.

Israel, which neither confirms nor denies having nuclear arms, is not a signatory.

U.S. and Israeli officials have said a nuclear arms-free zone in the Middle East could not be a reality until there was broad Arab-Israeli peace and Iran curbed its nuclear program, which Tehran says is for peaceful energy and research purposes.

Soltanieh, Iran's ambassador to the U.N. nuclear agency, said: "The U.S. has taken hostage this Helsinki conference for the sake of Israel ... they want to support the Israelis' nuclear weapon capability."

Russia and Britain signaled in separate statements at the weekend their hope for a delay to be as short as possible and that the talks could be held next year instead.

The U.S. State Department said it would keep working to try to bring about a meeting, adding such a gathering must take into account the security of all the states in the region and operate on the basis of consensus.

12 Depression Busters for CaregiversNearly one-third of people caring for terminally ill loved ones suffer from depression according to research from Yale University. About one in four family caregivers meet the clinical criteria of anxiety. And a recent study found that 41 percent of former caregivers of a spouse with Alzheimer?s disease or another form of dementia experienced mild to severe depression up to three years after their spouse had died.

Caregivers are so vulnerable to depression because they often sacrifice their own needs while tending to their loved one and because of the constant stress involved.

So here are 12 tips to help protect you from anxiety and depression and to guide you toward good mental health as you care for a relative.

1. Acknowledge it.

If you haven?t already, say this out loud: ?This sucks.? Call a spade a spade. Granted, you don?t want to ruminate on negative thoughts for too long. But suppressing your emotions ? forcing that positive cap on each and every thought ? can actually do more harm than good. For example, a recent study in the journal ?Psychological Science? reported that people with low self-esteem who told themselves positive statements (?I?m good enough, I?m smart enough, Gosh darn it, people like me!?) actually ended up grumpier and with less self-esteem than before they started. What does this mean? Sometimes the best thing that we can do for our mental health is to be honest. And if you?re a caretaker, that means acknowledging that your situation, well, simply sucks.

2. Educate yourself.

Relieve some of your stress by reading up on your loved one?s condition. I say that because if you?re like me, you?re probably scared. You don?t know what?s coming down the pike. You detest surprises, and ever since your loved one fell ill, your life has been full of these shockers.

There?s no way of eliminating all the surprises, of course, but if you understand the illness(es) of the person you?re nursing, then you can better predict his behavior, and can prepare yourself for what may happen in a month or in a year. You might also consider attending a caregiver training program. A recent study showed significant improvement in the quality of life of caregivers who received training. Finally, two books I recommend are ?The Caregiver Handbook: Powerful Tools for Caregiving? and ?Caregiving: The Spiritual Journey of Love, Loss, and Renewal.?

3. Grab your own oxygen mask.

It always goes back to the ten-second spiel you get right before your plane takes off (or crashes). ?In the event of an emergency, an oxygen mask will drop from the compartment above you. Please fasten your own mask before assisting others.? Or, on Southwest airlines, they say, ?Now would be a good time to choose your favorite kid.?

Taking caring of your own needs is really as important as grabbing your oxygen mask first because you?ll be running out of breath early in the inning if you hold off on breathing until everyone is well. A study published in the ?Journal of the American Medical Association? found that stressed-out older caretakers tending to a sick spouse had a 63 percent risk of death compared to the non-stressed-out caregivers or to lucky folks who don?t have to fetch anyone a glass of water all day long.

4. Schedule a break.

Give yourself a break every day. That DOES NOT mean that you go about your day and grab whatever free 15 minutes you can get ?before the meatloaf is done or the jello is solid ? at which time you sit down to read some depressing headlines in the paper, hoping for no interruptions. That DOES mean scheduling one half-hour every day at the same time of day that you can, guilt-free, put out your ?Off Duty? sign, and during that break no one is allowed to bother you with requests. By taking the same half-hour every day, you have a better shot at convincing your ill loved one that you really are serious about needing some time to yourself.

5. Label your guilt.

I?m not going to tell you to get rid of your guilt. Get real, I?m Catholic! But I am going to advise you to label your guilt as helpful or unhelpful, because I bet you think you?re supposed to own all of it. The negative intrusive thoughts that tell you that you are a loser for not doing more for your loved one? Bye-bye. The voice that says you could be managing all of this mayhem a tad more effectively? Try to tease out some specific suggestions. They might help you come up with ways to better delegate responsibilities or to clean up messes without using so many cuss words.

6. Get organized.

If caregiving is anything like parenting ? and I think it is, except for the fact that kids eventually grow up (a truth that I cling to in moments of desperation) ? a small bit of organization can go a long way.

My June Cleaver role became a tad easier when I implemented some simple household rules like: no TV before 5 pm, one treat a day, no snacks after dinner, and so on. I initially resisted this kind of structure?it?s so not my style?but I have found that it really does facilitate managing kids (and I?ll add in sick ones) ? because they both want things all the time, and that can become very wearisome. If my kids know they can?t watch SpongeBob SquarePants before 5 pm ? and I follow up consistently on that rule (the hard part) ? then they will eventually stop asking. The same goes with a sick mother or wife: if she knows dinner is at 6 every evening, and that Wednesday is pizza day, then you?ve just given her one less thing to whine about. Theoretically, of course.

United found not liable for alleged 9/11 security lapse

NEW YORK (Reuters) - United Airlines bears no responsibility for the collapse of a third World Trade Center building on September 11, 2001, stemming from suspected airport security lapses that allowed hijackers to crash an American Airlines plane into the complex, a federal judge ruled on Wednesday.

U.S. District Judge Alvin Hellerstein granted a request by United and its parent, United Continental Holdings Inc, to dismiss negligence claims by Larry Silverstein, the leaseholder of the World Trade Center property, over the destruction of 7 World Trade Center.

Tower 7 collapsed several hours after being pierced by debris from the crash of AMR Corp's American Airlines Flight 11 into the nearby 1 World Trade Center, one of the Twin Towers.

Two of the Flight 11 hijackers, Mohammed Atta and Abdul Aziz al Omari, had begun their trip to New York at the Portland International Jetport, in Maine. There, they boarded a flight by US Airways carrier Colgan Air to Boston's Logan International Airport, from which they connected onto the American Airlines plane.

Silverstein said that because United was among the carriers that ran Portland's only security checkpoint, it was legally responsible for the screening of all passengers and had missed a "clear chance" to prevent the hijacking.

Hellerstein, a judge in U.S. District Court for the Southern District of New York, in Manhattan, concluded that United did not owe "a duty of care" to Silverstein. He said that United, which is currently the largest U.S. carrier, could not have foreseen events that led to the destruction of Tower 7.

"It was not within United's range of apprehension that terrorists would slip through the security screening checkpoint, fly to Logan, proceed through another air carrier's security screening and board that air carrier's flight, hijack the flight and crash it into 1 World Trade Center, let alone that 1 World Trade Center would therefore collapse and cause Tower 7 to collapse," Hellerstein wrote.

In 2009, Hellerstein had dismissed claims against other airlines for damages caused by United Flight 175, which also crashed into the Twin Towers. Hellerstein has presided over almost all U.S. litigation over the September 11 attacks.

SILVERSTEIN TO PURSUE SEPARATE CASE

Bud Perrone, a spokesman for Silverstein Properties, said the firm was disappointed with Wednesday's ruling, but said it continues to pursue a similar negligence case over United's Flight 175.

"We are determined and look forward to presenting the facts before a jury, which will decide whether the defendants' insurance companies should finally be forced to pay up in order to finish the rebuilding of the World Trade Center," he said.

A United spokeswoman, Mary Ryan, declined to comment.

The September 11 attacks killed more than 3,000 people in New York, at the Pentagon outside Washington, D.C., and in Pennsylvania.

Silverstein is building three office towers at the 16-acre World Trade Center site, which is owned by the Port Authority of New York and New Jersey, though redevelopment has been hobbled by political battles and cost overruns.

The total project cost was recently estimated at $14.8 billion. Silverstein completed a $700 million, 52-story building at the 7 World Trade Center site in 2006, and it is now fully leased.

Silverstein has also sought to hold AMR, which now operates in bankruptcy, liable for the loss of property and business.

His $8.4 billion lawsuit filed in 2008 also named Boeing Co, the Massachusetts Port Authority, which manages Logan Airport, and security companies as defendants.

Hellerstein has limited potential recovery to the $2.8 billion that Silverstein paid for his leases.

The September 11 attacks prompted the creation of the U.S. Transportation Security Administration, which now oversees security at airport checkpoints.

The case is World Trade Center Properties LLC et al v. American Airlines Inc et al, U.S. District Court, Southern District of New York, No. 08-03722.

Oil rig explosion in Gulf of Mexico kills two

An offshore oil rig in the Gulf of Mexico exploded Friday morning, killing two and injuring several others.

The U.S. Coast Guard told Louisiana?s WWLTV.com that the rig, run by Houston-based Black Elk Energy, was not producing oil when the blast hit, averting the potential for environmental catastrophe.

The company said that the fire was out shortly after 11 a.m. central, according to Reuters. Four people had to be airlifted to a hospital in nearby Grand Isle, Louisiana, and were said to be in critical condition. Another two were still missing.

It wasn?t immediately clear what caused the blast or the resulting fire.

WWLTV.com noted that Black Elk Energy has 854 wells on 155 different offshore drilling platforms, mostly clustered between Corpus Christi, Texas and the mouth of the Mississippi. The station added that Black Elk CEO John Hoffman spent 18 years working for the energy company known today as BP.

BP agreed on Thursday to pay a total of $4.5 billion for the company?s 2010 Gulf of Mexico oil spill, a disaster that was ongoing for months after an explosion on an offshore drilling rig killed 11 workers.

Late October 2012 saw an RMA conference on risk management in Dallas, the annual FIA conference?in Chicago, and a catastrophic natural disaster in and around New York. While these were separate events with very different impact levels, all three were connected by the complexity of modern risk management, what it means, and how its outputs can be understood and used.

Dallas

Conversation at the Risk Management Association event in Dallas was focused largely on developing, implementing and managing a risk appetite within a financial institution. This tackled from multiple angles, including liquidity risk, market risk and credit risk. The recurring theme of the discussions was the difficulty in developing a framework that works both top-down from an enterprise-wide risk tolerance perspective, and bottom-up from an individual risk contributor?s perspective.

Risk appetite definitions ranged across benchmarked ?active? risk budgeting (VaR against benchmarks), economic capital, collateral and funding costs, VaR and VaR shortfall. As has been noted before, it is interesting that in the aftermath of a financial crisis which saw VaR receive critical attention, its use is expanding into bilateral calculation of collateral and central clearing margins.

Chicago

It was those same central clearing margins that took center stage at Chicago?s Futures Industry Association conference. As a business more used to exact calculations built on lot sizes and observable prices, the relative complexity, convexity and simulation-based margining of interest rate swaps are causing many to strengthen?their technical architecture and approach. As the single largest OTC derivative class heads to the margin model, FCMs and their clients are becoming familiar with historic simulation, decay factors and look-back periods. At the same time, the margin posted is looking more and more like an alternative for economic capital, even using the same techniques to generate the number.

The VaR number itself, of course, is essentially predicting the minimum loss that would be expected to happen at the specified percentile. For example, a 99th percent VaR predicts the minimum loss that should be expected to happen once in every hundred days.

New York, New Jersey, and Neighboring Areas

As the conferences in Dallas and Chicago were happening, the tri-state area of New York, New Jersey and Connecticut were actually experiencing a devastating weather event.

The parallels between a VaR calculation and this ?perfect storm? are as inescapable as they are shocking. Defined variously as a tail event or a 2.33 standard deviation event, the VaR cases are typically characterized by multiple loss-causing events occurring within the same simulation. This is a low percentile by definition, but has an extremely large impact. In terms of what faced the northeast U.S., a high tide and a hurricane create the worst possible outcome for the shoreline areas. Here, risk management hits closer to home.

Risk management is a control function that mitigates, to a degree, the impact of the extremes. It is also a fact that events deep in the tail are often uncontrollable.? It was with shock that reports of Hurricane Sandy?s effects were viewed, and with a sense of humility that the aftermath restorations are being tackled.

Risk can often be seen as a dry academic subject, as more theory than reality, and the discussions in Dallas and Chicago could lend weight to that opinion. However, the events in the tri-state area graphically and violently demonstrated that tail events do happen, and enormous damage can be caused when extremes collide.

I was in a similar situation and I got cover. (It might take a while
to dig out the details but I can probably find them if they are
wanted.) One thing that you will almost certainly find is that the
property must be checked regularly - usually on a weekly basis. There
are property companies who will do this sort of thing for a fee. I
used the local odd-job man who had a set of keys for the property and
would pop in there for me on his way to other jobs.

For the benefit of people in the process of selling on behalf of a
deceased relative, whilst they obviously want to keep the cost as low
as possible, they don't want to cut corners to the point of neglect
and any reasonable costs may quite legitimately be paid by the estate.
For the benefit of people living part/full time overseas, whilst they
obviously want to keep the cost as low a possible, the inspection
which prevents voiding of the insurance is a small price to pay
compared to coming back to a house with unexpected new residents or
all the furniture gone.
